QUESTION ON GUNWALE ASSEMBLY APPROACH

Question for the OCH audience

I am going to finish the gunwale with spacer blocks 2” long, spaced 3” apart. Then an inwale fastened/secured. So I will end up with Outer upper guard, hull panel, spacer blocks and then inwale.

Question on order of assembly.
Should I attach the spacer blocks to the boat first, then bend in and attach the inwale?

Or

Should I attach the spacer blocks to the inwale and then bend in the whole assembly?
